Why are my hands peeling?

For a few years now my hands peel when it changes from winter to summer. its normally on my finger tips. I get a little "air bubble" as I call it...its like a blister, but it doesn't have liquid inside. and it will peel off. sometimes it will peel multiple times in the same spot causing it to become red and sore. I've looked up online, and its not eczema I don't believe. I've been to the doctor years ago, and he thought it was sensitivity to soap, and told me to use goop...but I've done that, and they still peel...and its always around the same time each year.
