Is my belly button ring infected/rejecting?

The skin around the top hole is peeling, red, there are crusties, and occasionally a yellow goop. The bottom one is fine. I clean it with a saline wash 3-4 times a day, like the piercer said. She also said that if it starts to peel, cut back on the cleaning, but reading online makes me paranoid that it's rejecting.
